The Treasury Department in the State of Kerala functions under the Finance Department, Government of Kerala.  The Director of Treasuries with his Office located at Thiruvananthapuram is the Head of the Department.  There are three Regional Deputy Directors functioning under the Director of Treasuries with their Offices located at Kottayam, Thrissur and Kozhikode. The functions of the Treasuries in Kerala are governed by Codes, Manuals and Procedures set forth by the Government of Kerala.

Treasuries in Kerala are grouped into four regions for reasons of administrative control as under:

a) The Deputy Director of Treasuries, Kozhikode is responsible for the Northern Region comprising Treasuries in the Revenue Districts of Kozhikode, Wayanad, Kannur and Kasaragod divided into 6 District Treasuries viz. Kozhikode, Thamarassery,Wayanad, Kannur, Mattannur and Kasaragod.

b) The Deputy Director of Treasuries, Thrissur is responsible for the Central Region comprising Treasuries in the Revenue Districts of Ernakulam, Thrissur, Palakkad and Malappuram divided into 7 District Treasuries viz. Ernakulam, Muvattupuzha, Thrissur, Irinjalakkuda, Palakkad, Cherpulassery and Malappuram.

c) The Deputy Director of Treasuries, Kottayam is responsible for the Southern Region comprising Treasuries in the Revenue Districts of Pathanamthitta, Alappuzha, Kottayam, Idukki divided into 6 District Treasuries viz. Pathanamthitta, Alappuzha, Chengannur, Kottayam, Pala and Idukki.

d) The Deputy Director of Treasuries, Thiruvananthapuram in the Office of the Director of Treasuries controls the Treasuries in the Revenue Districts of Thiruvananthapuram and Kollam divided into 4 District Treasuries viz. Thiruvananthapuram, Kattakkada, Kollam and Kottarakkara.

In Kerala, there are 23 District Treasuries all of which are Banking Treasuries, 195 Banking Sub Treasuries and 5 Non-Banking Sub Treasuries.  Apart from this, one e-Treasury and 12 Stamp Depots are also functioning under the Director of Treasuries.

All the District and Sub Treasuries are inspected by the Accountant General (A&E), along with the Offices of the Director of Treasuries, Thiruvananthapuram and three Regional Deputy Directors.  The Inspection is carried out by two Treasury Inspection Parties (TIP-I and TIP-II) each consisting of two Assistant Accounts Officers and one Senior Accountantsupervised by a Senior Accounts Officer.  As per Para 2.3 of Treasury Inspection Manual, all the District Treasuries and the Non-Banking Sub Treasuries are inspected annually and the Banking Sub Treasuries biennially. The Offices of the Regional Deputy Directors and Stamp Depots are inspected biennially.  As per Headquarters instructions, the Establishment wing in the Office of the Director of Treasuries is inspected annually and the inspection of the expenditure part of the Directorate is conducted by the Audit Office.

Computerisation

The implementation of the Integrated Financial Management System (IFMS) in the Treasury Department is in the final phase.  The various modules being developed as part of the IFMS in the Treasury Department is depicted below:
