There are three Principal Accountant’s General offices located in Kolkata each having separate work jurisdiction and responsibilities as regards state Accounts and Audit. The Principal Accountants General (A&E) are the representative of the Comptroller & Auditor General of India who is a Constitutional Authority deriving his powers from Article 148 to 151 of the Constitution of India and the Comptroller and Auditor General’s , Duties, Power and Conditions of Service Act, 1971 (CAG’s DPC Act 1971). The Office of the Principal Accountant General (Accounts & Entitlement) also situated in Treasury Buildings is responsible for preparation of the Accounts of the State Government, Maintenance of the General Provident Fund accounts of all State Government Employees and Authorization of Pension and other retirement benefits of State Government employees. Moreover, the Principal Accountant General (A&E) is also on the Governing Board of different eminent institutions like the Indian Museum, the Victoria Memorial, Bose Institute, Asiatic Society etc. This office prepares the Annual Finance and Appropriation Accounts of the State Government and causes the same to be laid before the State Legislature.

GPF

The Principal Accountant General (A & E) maintains the individual GPF accounts except Gr. 'D' staff of nearly 2.53 Lakh employees of the West Bengal State Government and a few employees under Central Service Rule (Divisional Accountants working in various Public Works Department.) as well as All India Service Officers like IAS, IPS and IFS. The Fund group is headed by an I.A. & A.S. officer in the rank of Deputy Accountant General / Sr. Deputy Accountant General. Fund Wing of office of the Principal Accountant General (A&E), West Bengal is situated at G.I. Press Buildings, Ground floor, 8, Kiran Sankar Roy Road, Kolkata 700001.

  • A subscriber shall subscribe monthly to the Fund. Amount of subscription may be increased twice and decreased once in a year. But, the amount of subscription so fixed shall in no case fall below 6 percent and not more than his / her total emoluments.

  • A subscriber shall at the time of joining the Fund, send to the Office of the Principal Accountant General, a nomination in prescribed Form [FIRST SCHEDULE, Rule 8(3)] conferring on one or more persons the right to receive the amount that may stand to his credit in the Fund, in the event of his death before that amount has become payable, or having become payable has not been paid.

  • This site helps the subscribers to view their GPF account status online. This covers GPF in respect of All India Services Officers and all the employees of Government of West Bengal.

Pension

Verification of Pension claims and authorization of Pensionary Benefits relating to State Government Employees, State Judicial Officers including personnel of erstwhile West Bengal Higher Judicial Service, Hon'ble Judges of High Court in Kolkata, Teaching & non-teaching staff of Non-Government colleges and Day Students Home, Employees of State Aided Educational Institutions (Secondary and Primary who retired/died prior to 01.04.1981), Employees of DA getting schools (Secondary), Burma Ex-gratia allowance to the widows/dependants of Burma Army/Civilian pensioner, Members of West Bengal Public Service Commission, Freedom fighters, Ex-management staff of North Bengal medical college and Burdwan medical College who opted for University Rules, issue of Verification of Service Report/Certificate in respect of voluntary retirement case.

  • Office of the Principal Accountant General (A&E), West Bengal, has a comprehensive mechanism to assist pensioners’ queries and complaints. There is online service and SMS service to intimate the status of the pension case to to the pensioners. Further there is a Facilitation Cell situated near the South Gate of Treasury Buildings for the visitors.

  • This Office is responsible for the verification of pension claims, authorization of pensionary benefits and any other allied matter in respect of the State Government employees.

  • The facility has been provided to status of the pension case and download the intimation copy on finalization of the process.

Accounts

The Comptroller and Auditor General of India (C&AG) is responsible for compiling the Accounts of the State Governments under Articles 149-151 of the Constitution of India and the CAG's (Duties, Powers and Conditions of Service) Act, 1971. Under these provisions he compiles the Monthly and Annual Accounts of the State Governments through the Principal Accountants General (Accounts and Entitlements) in each State. The inputs for the compilation of accounts are the Schedules/Challans of receipts, Vouchers of payments from the Treasuries and Pay and Accounts Officers; Compiled accounts from the Public Works and Forest Divisions and the Inter-Governmental and Inter-State payment details received from the State Governments through the Accountants General, Loans and Grants received by the State Government from Government of India through the Reserve Bank of India, constitute the primary books of accounts for these transactions.
