Shri Rajiv Kumar Singh is a senior officer of the Indian Audit and Accounts Service (IA&AS), belonging to the 2002 batch. An academic with a background in Physics, Shri Rajiv Kumar Singh has served the Indian Audit and Accounts Department in various important capacities across the country, including Chandigarh, Agartala, Ranchi, Delhi, and Dehradun. Prior to his current posting as Accountant General (A&E), Karnataka, he served as the Accountant General (A&E), Uttarakhand.

With over two decades of diverse professional experience, Shri Rajiv Kumar Singh has handled audit assignments covering a wide spectrum of Central Public Sector Undertakings such as Coal India Limited and its subsidiaries, BSNL, MTNL, TCIL, and Air India. He has also conducted audits of major Central Government Ministries and Departments including the Department of Posts, Department of Telecommunications, and the Ministry of Electronics and Information Technology. At the State level, he has been associated with the audit of departments such as PWD, Forest, and Commercial Taxes (GST). He was instrumental in carrying out special audits of private telecom service providers like Airtel, Vodafone, Reliance India Mobile, and Tata Teleservices.

On the accounting front, Shri Rajiv Kumar Singh has overseen the preparation of Finance and Appropriation Accounts of State Governments, management of General Provident Fund accounts, and processing of pension cases for State Government employees, thereby ensuring transparency and efficiency in the accounting processes.

He has participated in and contributed to a wide array of national and international training programmes, workshops, and seminars focused on emerging areas such as International Financial Reporting Standards (IFRS), Government Finance Statistics (GFS), Public Sector Debt Statistics (PSDS), Cyber and Network Security, Performance Audits, and Natural Resource Accounting. His domestic training has been undertaken at premier institutions such as NAAA Shimla, iCISA Noida, LBSNAA Mussoorie, and iCED Jaipur.

Shri Rajiv Kumar Singh has also represented the Comptroller and Auditor General of India on several prestigious foreign assignments. These include audits of multilateral institutions such as the United Nations Office at Geneva (UNOG), World Food Programme (WFP) in Rome, Johannesburg, Zambia, and Zimbabwe, as well as the International Atomic Energy Agency (IAEA) in Vienna. He has also participated in management development programmes abroad, including one at the University of California, Berkeley. Additionally, he has conducted audits of Indian diplomatic missions in Addis Ababa and Muscat.
