The origin of this office goes back to the creation of the office of the Member, Audit Board and Director of Commercial Audit-I, New Delhi in March 1970 which was re-designated as the office of the Principal Director of Commercial Audit and ex-officio Member, Audit Board-I, New Delhi w.e.f from February 1990. Consequent upon the restructuring of the IA&AD in March 2020, the office was renamed as the Office of the Principal Director of Audit (Infrastructure), Delhi.

Post restructuring, the office of the Director General of Audit (Infrastructure), New Delhi is responsible for the audit of three Ministries, viz, Ministry of Housing and Urban Affairs, Ministry of Civil Aviation and Ministry of Road Transport and Highways along with the Central Public Sector Enterprises (CPSEs), Central Autonomous Bodies (CABs) and Statutory Corporations under the administrative control of these Ministries. The major auditee organizations of this office include CPSEs like NBCC (India) Limited and its subsidiaries, Housing and Urban Development Corporation Limited, Hemisphere Properties India Limited, Delhi Metro Rail Corporation, Air India Engineering Services Limited, NHIDCL, Pawan Hans Limited etc. Further, three Statutory Corporations viz., National Highways Authority of India (NHAI), Airport Authority of India (AAI) and Inland Waterways Authority of India along with CABs like DDA, AERA, NCRPB, DUAC, RERA of NCT of Delhi, CPWD, etc. with their departments, undertakings and sub audit offices which is attached to the Ministry of Housing and Urban Affairs.

This office is the principal auditor for audit of Infrastructure Sector with the following sub auditors for auditing units located in the Southern, Western and Eastern Regions:

  1. O/o Principal Director of Commercial Audit, Chennai
  2. O/o Principal Director of Audit (Shipping), Mumbai
  3. O/o  Principal Director of  Audit, Hyderabad
  4. O/o Director General of Audit (Mines), Kolkata
  5. O/o Director General of Audit (Steel), Ranchi

              

This office is also joint auditor with Principal Director of Audit (Shipping), Mumbai for audit of one Statutory Corporation, namely, the Inland Waterways Authority of India (IWAI) under the Ministry of Ports, Shipping and Waterways located in Delhi and with the O/o Director General of Commercial Audit, Hyderabad for audit of one CPSE, namely, J&K Mineral Development Corporation Limited under the Ministry of Steel.

The office is headed by the Director General of Audit (Infrastructure). It has five sanctioned posts of Group Officers as follows:

1) Director (Administration & IT)

2) Director (Infrastructure - I)

3) Director (Infrastructure- II) 

4) Deputy Director (Aviation)

5) Deputy Director (Road, Transport and Highways)

 

This office also has two Resident Audit Parties in Delhi:

  1. RAP (NHAI) at Dwarka, New Delhi.
  2. RAP (AAI) at Jor Bagh, New Delhi.

The office of the Director General of Audit (Infrastructure) is the Cadre Controlling Authority for all commercial cadre up to Supervisor level on the combined strength of Group B (Non Gazetted) and Group C staff of the offices of the Director General of Audit (Infrastructure), Director General of Audit (Energy), New Delhi and Director General (Railway Commercial) New Delhi.
