Guidelines for Transfer and Posting of Group ‘B’ (Gazetted Officers)

  1. Transfer and Posting Board, constituted as per directions of the Comptroller & Auditor General of India in compliance with Supreme Court’s order dated 31/10/2013 in W.P. (Civil) No. 82 of 2011, shall consider and recommend all transfer and posting cases in respect of Group ‘B’ Officers (Gazetted).
  2. All Group ‘B’ (Gazetted) officers at all levels are liable to be transferred and posted to any Section/Branch/Wing at short notice as per administrative requirements.
  3. Subject to above Provision, every Officer will generally have a minimum tenure of 2 (two) years in a branch (Sr. AO) and Section (AAO) to ensure stability and continuity.
  4. On promotion to the grade of AAO and from AAO to SAO, no Officer shall normally be posted to the same Section/Branch where he/she was posted prior to his/her promotion.
  5. Subject to administrative requirements, officers may be allowed to remain in a particular group/section for up to 5 (Five) years. In such cases, the reason for retention/extension shall be recorded in writing and approval of the Head of Department obtained.
  6. The transfer and posting of any officer before completion of minimum tenure can be done in exceptional circumstances. In such cases, the reasons for transfer/posting shall be recorded in writing and approval of Head of Department obtained.
  7. Normally all officers will have to work in any group/section as decided by the Board/administration. Transfer and posting cannot be claimed as a matter of right and request from any officer for transfer from one group/section to another group/section on health or any other ground will be considered by the board only if such request is made in writing.
  8. Except as otherwise decided by the Board due to administrative reasons in writing, no officer will be posted back to a Section/Branch, where he/she was posted earlier, before the lapse of 6 (six) years.
  9. No Officer shall be normally allowed to retire from the Entitlement Group. As far as practicable he/she should be withdrawn from that group at least six months before the date of his/he retirement.
  10. Circulation of Deputation advertisements, forwarding of application for deputation and decision to actually send officers on deputation will be dealt with as per administrative requirements.
  11. The Board shall meet at least once a year and as many times as administratively felt necessary.
  12. These guidelines will not apply to cases of transfers on administrative grounds and exigencies of work.

Guidelines for Transfer and Posting of Group ‘C’ Officials

  1. Transfer and Posting Board, constituted as per directions of the Comptroller & Auditor General of India in compliance with Supreme Court’s order dated 31/10/2013 in W.P. (Civil) No. 82 of 2011, shall consider and recommend all transfer and posting cases in respect of Group ‘B’ (Non - Gazetted) and Group ‘C’ staff.
  2. All officials at all levels are liable to be transferred and posted to any Section at short notice as per administrative requirements.
  3. Subject to above Provision, every official will generally have a minimum tenure of 2 (two) years in a section to ensure stability and continuity.
  4. Subject to administrative requirements, officials may be allowed to remain in the same Section/Table for up to 5 (Five) years. In such cases, the reason for retention/extension shall be recorded in writing and approval of the Head of Department obtained.
  5. Officials working in technical areas or performing specialized functions will not be bound by minimum and maximum tenure criteria
  6. The transfer and posting of any official before completion of minimum tenure can be done in exceptional circumstances. In such cases, the reasons for transfer/posting shall be recorded in writing and approval of Head of Department obtained.
