Audit Management Group-I audits the following clusters:

Rural Development Cluster

Panchayat and Rural Development Department works under the administrative control of the Additional Chief Secretary cum Development Commissioner. Apart from Development Commissioner (Directorate) Department have the following Directorates.

Commissioner, Panchayati Raj (Directorate)

The Constitution (73rdAmendment) Act, 1992 conferred Constitutional status to Panchayats and provided inter alia for the creation of Panchayats at village, intermediate and district level with, fixed tenure and regular election, devolution of powers and responsibilities given to the Panchayats by the State Legislature Assembly for establishing local self-Government system.

Audit of Panchayat Raj Institutions (PRIs) is conducted by the Comptroller and Auditor General (CAG) of India under Section 20 (1) of DPC Act 1971 on the basis of Technical Guidance and Support (TGS). Audit findings of PRI (List of Auditable Units) are incorporated in the Annual Technical Inspection Report (ATIR) and the CAG’s Report on Madhya Pradesh (Audit-I) as well.

Engineer-in Chief, Rural Engineer Services (Directorate)

Rural Engineering Services executes infrastructure development works in rural areas on behalf of the state government. It provides technical guidance to PRIs and keeps control on the construction works being executed by the three-tiers of PRIs. The audit findings related to RES (List of Auditable units) are incorporated in the CAG's report on Madhya Pradesh (Audit-1).

Chief Executive Officer, Madhya Pradesh Rural Road Development Authority(Directorate)

Madhya Pradesh Rural Road Development Authority (MPRRDA) lays under the control of  Panchayat and Rural Development Development.  MPRRDA implements the schemes for rural connectivity and the action plan of rural road and related construction programmes as well. The findings of the Audit of MPRRDA (List of Auditable units) are included in the CAG's report of Madhya Pradesh (Audit-1).

Law and Order Cluster

The following four Departments of Law & Legislature, Jail, Home and Election are under the control of Law and Order cluster.

Jail Department

Jail department is responsible for the management and improvement of jails, rehabilitation of prisoners in the State. This department works under the administrative control of the Additional Chief Secretary. Director General, Jail is the administrative head of the Directorate of the department. The findings of the Audit of Jail department (List of Auditable units) are included in the CAG's report of Madhya Pradesh (Audit-1).

Home Department

The functioning of Police department is to maintain the public peace, safety of citizen’s life and their properties, to detect crimes and prevent it and to maintain law and order.  Police Department works under administrative control of the Additional Chief Secretary.   The department has following Directorates.

a. Director General, Police, b. Director General, Home Guard, c. Director, Sainik Welfare d. Director, Estate, e. Director, Medico Legal Institute, g. Director, Public Prosecution. The findings of the Audit of home department (List of Auditable units) are included in the CAG's report of Madhya Pradesh (Audit-1).

Law Department

This department deals with the judiciary functions in the state.  Department works under the administrative control of the Principal Secretary.  Secretary, Law and Order is administrative head of the Directorate of the department. The findings of the Audit of Law department (List of Auditable units) are included in the CAG's report of Madhya Pradesh (Audit-1).
