Established in December 1989, the Regional Training Institute, Jammu is one of the ten Regional Training Institutes of the Indian Audit & Accounts Department, situated throughout the country. The institute functioned under the administrative control of the Accountant General, Jammu and Kashmir till September 2007 when a Group Officer was given independent charge of the Institute. The Post of the head of the institute was upgraded to Principal Director on 06.09.2007 and presently is being held by an IA&AS officer of the rank of Director General.

This institute caters to the training requirements of 15 user offices of Indian Audit & Accounts Department located in the states of Himachal Pradesh, Punjab, Haryana, Jammu and Kashmir (UT) and Chandigarh (UT). In some specialized courses viz. "Defence Audit" this institute takes participants from all the corners of the country. A Regional Advisory Committee (RAC) notified by the Comptroller and Auditor General of India advises the Institute in deciding the Annual Training Calendar.
