Established in December 1989, the Regional Capacity Building and Knowledge Institute, Jammu—formerly known as the Regional Training Institute—is one of the ten premier training institutes under the Indian Audit and Accounts Department (IA&AD). Strategically located in Jammu, the Institute has been a cornerstone in nurturing professional capabilities and enhancing audit acumen across the northern region.

Initially functioning under the administrative control of the Accountant General, Jammu & Kashmir, the Institute was granted independent status in September 2007 with the appointment of a Group Officer as its head. On 6th September 2007, the post was elevated to Principal Director, and is currently held by a senior IA&AS officer of the rank of Director General.

RCB&KI, Jammu plays a vital role in building the audit capacity of 15 user offices located in the states of Himachal Pradesh, Punjab, Haryana, Jammu & Kashmir (UT), and Chandigarh (UT). In addition, it serves as a national hub for specialized training programmes such as “Defence Audit”, welcoming participants from across the country.

The Institute’s training strategies and curriculum are guided by a Regional Advisory Committee (RAC), constituted by the Comptroller and Auditor General of India, which advises on the development of the Annual Training Calendar in alignment with departmental priorities.
