iCISA's courses are designed to suit senior and middle level officers of various SAIs. At the same time, officers from other Government departments working in areas directly related with the Course content are also considered. For better appreciation of course content, we prefer that the nominated officers should have:
> At least 5 years’ experience in their respective SAI.
> Dealt with audits in the area they have been nominated for training.
> Fluency in spoken and written English, the medium of instruction being English.
> Age between 25 to 45 years.
Other things being equal, it is our policy to give preference to female applicants.
Procedure for filling the application under ITEC/SCAAP/CP scholarship schemes
The applications for ITEC/SCAAP/CP schemes are accepted through online mode only.
To fill the applications under these schemes, please visit the link https://www.itecgoi.in/meaportal/registerApplicant. For detailed instructions, please click on ‘Instructions for filling the form’ on this page.
After taking out the printout of the application form, please get it forwarded from your respective Ministry/ organisation and submit it to Indian Mission/ Post for further processing.
These steps should be completed atleast 60 days before commencement of the course to ensure adequate time for processing and completion of visa formalities.

The names of the confirmed participants will be intimated by the Director General, iCISA to the concerned Indian Embassy/ High Commission through the Ministry of External Affairs. We will also inform the SAI of the selected candidate.
Procedure for filling the application under Self Financing Scheme (SFS)
To fill the applications under SFS, please download the form from the link downloads.
The sponsoring organisation under the SFS should send the nomination form directly to the Director General, iCISA.
Under ITEC/SCAAP/CP Scholarship schemes:
The applicants are required to fill the application forms online at https://www.itecgoi.in/meaportal/registerApplicant They can choose their own login email ID and create their login password, which would be used to keep them posted of the processing status. After a candidate has applied for a course, he/she must take a printout of the application and send it to the Indian Mission/Post through the nominating ministry/organizations.
Under Self Financing Scheme :
The sponsoring organisation under the Self Funding Scheme can send the nomination form directly to Director General,iCISA. The application form can be downloaded from the link downloads.
Funding Schemes
All programmes offered by iCISA are funded by the Government of India under the following three schemes:
ITEC/SCAAP of the Ministry of External Affairs, Government of India:
The Indian Technical and Economic Cooperation Programme (ITEC) was launched in September 1964 as a bilateral programme of assistance by the Government of India. Under ITEC and its corollary, Special Commonwealth African Assistance Plan (SCAAP), 161 countries in Asia, Africa, East Europe, Central and Latin America, Pacific and Small Island countries are invited to share their development experiences.
Technical Cooperation Scheme of Colombo Plan of the Ministry of External Affairs, Government of India
Through the Colombo Plan, the Government of India provides assistance for undergoing training to participants from member countries of the Colombo Plan to assist them in enhancing their administrative and technical capabilities.
Self Financing Scheme (SFS):
Applicants who do not qualify for scholarships under the ITEC/SCAAP schemes can apply under the Self Financing Scheme (SFS). Participants applying under SFS pay all-inclusive charges of US $3500 towards boarding and lodging, training and study tours, excursions etc. In addition, to and fro airfare in respect of participants' travel must be borne by the sponsoring organisations.
General
Participants should be in good health, sans any communicable diseases.
Pregnant women candidates in advanced stages of pregnancy are advised not to apply.
Each participant should bring six copies of recent passport size photograph.
Travel
Before leaving their countries, participants must obtain entry visa to India whenever required for seven to eight weeks from the Indian Mission in their respective countries.
Participants covered under Technical Cooperation Schemes of the Government of India (ITEC, SCAAP, Colombo Plan) should obtain return air tickets from Indian Missions in their respective countries.
Participants who are provided air tickets by the Indian Missions should adhere to their ticket schedule. No re- routing/re-scheduling would be done by iCISA.
Presence of the participant is mandatory for the inaugural and valedictory functions held on the first and last days of the course.
Course related
Participants are required to present the country papers and should bring with them a brief power-point presentation.
Participants must bring documents in support of their country papers. Since country papers are meant to serve as research inputs in future, they should be prepared with adequate care and be supported with adequate evidence/ documentation.
A brief country profile (economic, political, cultural and tourism) would also be appreciated.
After Arrival in India
Participants must go through the selection letter sent by iCISA carefully as detailed instructions and all relevant information and contacts are included therein.
At the Airport - On arrival at the Delhi airport, the participant will pass through immigration counter and will thereafter collect their baggage. If they do not carry dutiable items they may pass through the green channel to the exit gate. Otherwise, they should make a declaration of dutiable goods before the Customs Officer on the red channel and proceed to the exit gate. The iCISA would make appropriate arrangement of transport from the airport. For this purpose, the participants should follow the instructions given in the selection letter issued by iCISA. In case of any difficulty, arriving trainees should contact the Airport Manager, disclosing their identity and try to contact on telephone nos. 0091-120-2400057(office), 0091-8800440697 (Mobile).If contact by telephone fails, they should take a prepaid taxi provided by Airport Authority from the airport and proceed to the International Training Centre, where arrangements for their stay would have been made. Route maps of iCISA are printed in this brochure, and can also be looked up on Google maps.
At iCISA - Upon arrival in iCISA, participants should declare their identity to the receptionist at iCISA who would guide them to their allotted hostel room. Boarding charges are recovered @ INR 250/- per day from the allowances paid to the participants joining the programme under the Government of India Schemes plus incidental charges @INR 150 per day.
Study Tours
i. Participants must follow the training schedule finalised including study tours and other outstation tours. No exception would be permissible.
ii. These visits include on-the-spot demonstrations, guided tours of work/project sites, and meetings with beneficiaries and functionaries, which provide a first-hand idea of the audit process for auditing such schemes at the field level.
During the field visits, the accommodation would be provided on twin sharing basis.
