Shri Rajiv Kumar Pandey, an officer of the Indian Audit and Accounts Service (IA&AS), 1994 batch, assumed office as the Principal Accountant General (Audit-II), Uttar Pradesh, Lucknow on 5th May 2025.

He holds a Postgraduate degree in English Literature from Patna University, a master’s degree in business management from the Faculty of Management Studies (FMS), University of Delhi, and an LL.B. from the University of Delhi. Over a distinguished career spanning more than 31 years, Shri Pandey has acquired extensive and diverse experience in the areas of public auditing, public expenditure management, accountability in governance and administrative affairs.

  • Accountant General (Audit) and Accountant General (Accounts & Entitlements), Madhya Pradesh
  • Principal Director of Audit (Indian Air Force)
  • Principal Director of Audit, Washington D.C. (2015–2017) Responsible for auditing Indian Missions and Posts across North and South America.
  • Served on deputation as Chief Accounts Officer, Delhi Development Authority (DDA) under the Ministry of Urban Development, from June 2006 to July 2011

International Audit Assignments (United Nations):

  • Led the Performance Audit of Procurement at the World Food Programme (WFP) Headquarters, Rome (2013)
  • Conducted Compliance Audit of the WFP Office in Tanzania (2014)
  • Headed the audit of the International Organization for Migration (IOM) at its Headquarters in Geneva, and Regional Offices in Manila and the Philippines (Nov 2011 – Feb 2012)

International Trainings and Conferences:

  • Participated in the Workshop on Audit of Public Debt at the Australian National Audit Office (Supreme Audit Institution), Canberra, under the aegis of ASOSAI (October 2004)
  • Attended the Management Development Programme (MDP) at the University of Singapore
  • Completed a Capacity Building and Modernisation Programme on Financial Attest Audit at the National Audit Office, United Kingdom (2006)
  • Represented SAI India at the Winter Training Conference of the International Consortium on Government Financial Management (ICGFM) in Washington D.C. (December 2015), where he received a Certificate of Recognition on behalf of the CAG of India

Current Role:

Presently, Shri Rajiv Kumar Pandey is the senior-most IA&AS officer serving in Uttar Pradesh, continuing to uphold the highest standards of public financial accountability and good governance.
