Overview
The Report features two Performance Audits and 15 other paragraphs on Compliance Audit with a money value of ` 1017.45 crore.
Performance Audit on “Minor Taxes”revealed that significant number of persons liable to tax under these Acts remained outside the administrative network of the Commercial Taxes Department. Professional Tax liability of persons/entities who were not registered under PT in the Transport Sector and Service Sector alone worked out to ` 161.18 crore. PT to the tune of ` 89.18 crore was found due from the dealers registered with the Commercial Taxes Department.
Performance Audit on “Adequacy of controls to prevent loss of stamp duty and registration fee” revealed that the mechanism for levy and collection of stamp duty was not robust and ` 385.45 crore was not realised from documents which were liable to be stamped. Insufficient mechanism to detect suppression of facts declared by parties and incorrect adoption of guideline market value led to loss of Stamp Duty and Registration Fee of ` 33.29 crore. Issues of inconsistency in determination of market value of the properties by the District Registrars have also been commented upon.
