Traffic Audit
Railway Traffic Audit is a specialized audit function entrusted with the examination and verification of traffic earnings, freight operations, passenger revenue, and other commercial activities of the Railways. The audit is conducted with reference to the provisions contained in the Indian Railways Code for the Accounts Department (Part I & II), Indian Railways Commercial Manual (Vol. I & II), Indian Railways Conference Association (IRCA) Coaching & Goods Tariffs, Railway Board’s circulars/instructions, and other applicable rules and codes issued from time to time.
The scope of Traffic Audit includes scrutiny of freight and coaching earnings, parcel and luggage traffic, demurrage and wharfage charges, siding agreements, concessional bookings, refunds, claims, and contractual arrangements. It verifies the correctness of assessment, billing, collection, and accountal of traffic revenue and evaluates the adequacy of internal controls to prevent leakage of railway earnings.
Through systematic examination of records, data analysis, and field inspections, Traffic Audit ensures compliance with statutory provisions, tariff rules, and procedural guidelines. The audit not only detects irregularities and revenue shortfalls but also provides constructive recommendations for strengthening systems and improving operational efficiency.
Railway Traffic Audit thus plays a vital role in safeguarding public revenue and promoting transparency, accountability, and financial discipline within the Railways.
