Overview

Report of the Comptroller and Auditor General of India on Performance Audit for the year ended 31 March 2022 has been prepared for submission to the Governor of Chhattisgarh for being laid before the State Legislature. This Report contains nine chapters:

Chapter – I: Introduction

This chapter presents the planning and extent of audit and a brief analysis on Health Indicators, Audit Objectives and spread of Ayushman Bharat scheme in Chhattisgarh.

Chapter – II: Human Resources

This chapter presents whether there were adequate of availability of doctors, staff nurses, paramedical and other supporting staff in hospitals i.e. DHs, CHCs, PHCs, SHCs and GMCHs for delivery of adequate and quality healthcare services in the State.

Chapter – III: Healthcare Services

This chapter presents the adequacy in availability of healthcare services in respect of line services (directly related to patient care), support services (indirectly related to patient care) and auxiliary services (facilitate delivery of healthcare services) to the people. Further the healthcare services delivered were of acceptable quality, safe, effective and timely.

Chapter – IV: Availability of Drugs, medicines and Equipments in the Healthcare Institutions

This chapter comprises of procurement storage and distribution of Drugs, Medicines and Equipment in all the Healthcare facilities. Further, it comprises of the functioning of Information Technology (IT system) in the Health Department.

Chapter – V: Availability and management of healthcare infrastructure

This chapter comprises of availability of Health Infrastructure in all Healthcare facilities in line with the IPHS norms.

Chapter - VI: Funding for healthcare in Chhattisgarh

This chapter presents the funding and spending of the funds allocated by the Government of India and Government of Chhattisgarh for health. It also comprises of adequacy of allocated fund.

Chapter VII: Implementation of Centrally Sponsored Schemes

The chapter contains the funding and spending under centrally sponsored scheme.

Chapter VIII: Adequacy and effectiveness of the regulatory mechanism

This chapter presents the adequacy and effectiveness of the Regulatory mechanisms for ensuring that the quality healthcare services are provided in the Healthcare Institutions.

Chapter IX: Sustainable Development Goal-3: Good Health and Well Being

This chapter presents whether State spending on health has improved the health and wellbeing conditions of people as per SDG-3.
