SENIOR DEPUTY ACCOUNTANT GENERAL (AMG-I, AMG- II & ADMINISTRATION)
 

Shri Vigneshwaran K. is an officer of the Indian Audit and Accounts Service (IA&AS), 2017 Batch. He holds a Bachelor of Engineering (Mechanical Engineering) with Distinction from Anna University, a Doctor of Philosophy (Ph.D.) in Mechanical and Manufacturing Engineering from the University of Melbourne, Australia, and has served as a Post-Doctoral Research Fellow at the University of Utah, USA. Prior to joining the Civil Services, he taught and conducted research at the University of Melbourne as a Tutor, Laboratory Demonstrator and Instructor in Mechanical Engineering, contributing to undergraduate teaching in engineering mechanics, machine design, fluid mechanics, thermodynamics and control systems.

He joined the Indian Audit and Accounts Department on 11 December 2017 and underwent foundational training at the National Academy of Audit and Accounts (NAAA), Shimla. Prior to his present posting, he served in the Offices of the Accountant General (A&E), Assam and the Principal Accountant General (A&E), Karnataka, where he handled important assignments relating to Pension, Provident Fund, Gazetted Entitlement and Administration. During his tenure in Karnataka, he successfully led several institutional reforms and digital transformation initiatives relating to administration, pension processing, GPF management, e-office systems, records digitisation and governance automation.

Since 20 April 2026, Shri Vigneshwaran has been serving as Senior Deputy Accountant General (AMG-I & Administration) in the Office of the Principal Accountant General (Audit), Tripura. He presently supervises the functioning of AMG-I, AMG-II and the Administration Wings, besides providing strategic leadership, technical guidance and quality assurance for several major audit assignments, administrative reforms and institutional initiatives of the office.

His current audit responsibilities include supervision and monitoring of several important audit assignments, including:

  • Performance Audits, such as:
    • Foundational Literacy and Numeracy (FLN);
    • Ease of Doing Business (MSME Sector);
    • Operational and Financial Performance of Distribution Companies (DISCOMs);
  • State-specific Compliance Audits, including Fire Safety, Drug Controller Administration and Fifteenth Finance Commission Grants;
  • Horizontal Review on Building Plan Approval and Regulatory Mechanisms;
  • Theme-based Audit on 101 Cities – Mobility;
  • Information System Audit of the State e-Procurement System;
  • State Audit Report (SASCI) and monitoring of Reform Blocks relating to IFMIS, Works & Procurement Systems, System Integration and Digitisation Coverage;
  • Data-led Audits covering Social Sector Schemes, Receipt Audit, Works Audit and Establishment Audit;
  • Financial Audit of State Public Sector Undertakings, certification audits and other strategic audit assignments entrusted by Headquarters.

In addition to his audit responsibilities, Shri Vigneshwaran oversees several important administrative and estate management functions of the office, including infrastructure development, institutional capacity building, digital governance initiatives and implementation of technology-enabled systems to improve organisational efficiency and service delivery.

Shri Vigneshwaran has undergone extensive professional training in emerging areas including Data Analytics, Artificial Intelligence, Machine Learning, Python Programming, Big Data Analytics, Tableau, Geospatial Technologies, Cyber Security, Information System Audit, IPSAS, Natural Resource Accounting and Fiscal Risk Analysis through premier institutions such as iCISA, RTI Mumbai, iCED Jaipur, ASCI Hyderabad and IIRS Dehradun. He has also represented the Indian Audit and Accounts Department in an overseas attachment programme in New York, USA and has participated in several national and international capacity-building programmes on technology-enabled public auditing.

In recognition of his innovative contribution to public financial management, Shri Vigneshwaran and his team were conferred the Comptroller and Auditor General of India's Award for Innovation and Excellence in Public Auditing and Accounting (Category-I), 2023 for developing the VLC Dashboard and Data Repository Project (VDDP), a pioneering initiative that significantly enhanced data-driven governance, monitoring and decision-making within the Department.

An avid academic and researcher, Shri Vigneshwaran has authored and co-authored numerous research papers published in reputed international journals and presented papers at leading international conferences in the fields of Fluid Mechanics, Turbulence, Experimental Aerodynamics and Computational Fluid Dynamics. His research has been published in internationally recognised journals including the Journal of Fluid Mechanics, Boundary-Layer Meteorology, Measurement Science and Technology, and the Bulletin of the American Meteorological Society. He has also presented his research at conferences organised by the American Physical Society, American Meteorological Society, Australasian Fluid Mechanics Conference, ERCOFTAC Symposium, and several other international scientific forums.

Beyond his official responsibilities, Shri Vigneshwaran has contributed as a speaker at professional and public forums. He delivered the keynote address on "Ensuring Data Privacy Compliance in AI Deployments" at the 28th Annual Karnataka Conference of ISACA, Bengaluru, on 9 August 2025, where he shared insights on responsible Artificial Intelligence, data privacy and governance in the digital era. He also served as a panel speaker in the youth interaction programme "My Future, My Responsibility", organised by the Lions Club of Bangarpet, Kolar District, Karnataka, on 6 September 2025, interacting with students and young professionals on leadership, ethics in public service, career development and nation building.

His professional interests include Public Sector Auditing, Information Systems Audit, Data Analytics, Artificial Intelligence in Public Audit, Digital Governance, Government Accounting and Financial Management, Engineering Research and Technology-enabled Public Administration. Shri Vigneshwaran remains committed to promoting excellence in public auditing through innovation, digital transformation, evidence-based decision-making and continuous institutional capacity building.
