Report of the Comptroller & Auditor General of India- Performance Audit on Solid Waste Management in Urban Areas of Meghalaya for the year ended 31 March 2022
Overview
This Stand Alone Report contains results of Performance Audit on ‘Solid Waste Management in Urban Areas of Meghalaya’ for the year ended 31 March 2022 for the period 2017-22 relating to Urban Affairs Department (UAD).
This Report is organised into eight chapters.
Chapter I deals with ‘Introduction’ and contains an overview of ‘waste management hierarchy, regulatory framework and organisational set-up for solid waste in the Urban Area’.
Chapter II deals with ‘Audit Framework’ and contains an overview on ‘audit framework’.
Chapter III deals with ‘Institutional Mechanisms for Solid Waste Management in Meghalaya’ and contains findings on the ‘state policy of the Urban Affairs Department on solid waste management’.
Chapter IV deals with ‘Financial Management’ and contains findings on the ‘sources of funds and municipal finances’.
Chapter V deals with ‘Segregation, collection and transportation of waste’ and contains findings on the ‘segregation, infrastructure for collection and transportation of municipal waste and monitoring of transportation vehicles through Management Information System’.
Chapter VI deals with ‘Processing and Disposal of Municipal Solid Waste’ and contains findings on the ‘status of waste processing, integration of the informal sector in recycling process, status of composting and availability and landfill capacity of waste disposal sites’.
Chapter VII deals with ‘Management of Construction & Demolition Waste, Bio-Medical Waste, e-Waste and Plastic Waste’ and contains findings on the ‘state policy on construction and demolition waste, generation, treatment of disposal of bio-medical waste and management of e-waste and plastic waste’.
Chapter VIII deals with ‘Conclusion and Recommendations’ and contains an overview on the conclusion and recommendations with regards to solid waste management.
