The Accounts Group of this office is headed by Sr. Deputy Accountant General (A/cs & VLC). The accounts of the Government of Madhya Pradesh are compiled based on the initial accounts rendered by 57 Districts Treasuries, 401 Public Works Divisions, 127 Forest Divisions, 60 RES Divisions, Accounts Offices (PAO) and Advices of the Reserve Bank of India. In Madhya Pradesh treasuries compile the accounts from the vouchers (primary Compilation) which, along with sub vouchers, are rendered to the Accountant General for secondary compilation.

VLC was established in 2001-02. VLC application software was developed by M/s A F Fergusson. The Operating System was Unix and application was developed in Oracle 8i. Later on in 2011-12 VLC application was upgraded from Oracle 8i to Oracle 11g with Linux 5.6 as Operating System.

Electronic data of Treasury Accounts in text format are received in CDs/through e-mail in CT section twice in a month (First and Second List). These text files are inserted into respective tables of VLC module in VLC section through Treasury Interface. Compilation (Agreement and Authorization) process is done by staff of TC section after verifying with vouchers received from CT section. e-vouchers/report containing voucher details are obtained through IFMIS connectivity provided by State Government.

After the compilation process is completed, VLC generates Monthly Civil Accounts on or before 25th of every month. Monthly Civil Account is generated in VLC and signed by Principal Accountant General. Thereafter Monthly Civil Account is sent to State Finance Department, and Audit Office, Gwalior.
