Mr. Varun Ahluwalia is an officer of the 2010 batch of the Indian Audit and Accounts Service (IAAS), bringing over 14 years of experience in public financial management, auditing, and policy advisory. He currently serves as the Senior Deputy Accountant General in the Office of the Principal Accountant General (Audit), Haryana, where he spearheads critical audit functions, ensures the accuracy of financial reporting, and drives fiscal accountability across public institutions.

Previously, Mr. Ahluwalia served as the Financial Advisor and Chief Accounts Officer at the Post Graduate Institute of Medical Education and Research (PGIMER), Chandigarh—one of India’s premier healthcare institutions. In this role, he played a pivotal part in strengthening financial governance and aligning institutional resources with the priorities of the Government of India (GoI).

As the Director of Revenue Audit in Jaipur, he led audits of federal offices, autonomous bodies, and GoI offices in Rajasthan. His tenure was defined by significant process innovations, including the successful implementation of enterprise-wide end-to-end IT audit applications in his office and a seamless transition to remote operations during the COVID-19 pandemic.

Earlier in his career, as Deputy Accountant General in the Office of Principal Accountant General (Audit) Punjab, Mr. Ahluwalia supervised audits of the state’s revenue sector, annual financial statements, and IT systems. He contributed to a pioneering Integrated Financial Management System (IFMS) audit, enhancing transparency and ensuring resilient financial governance.

Mr. Ahluwalia's expertise also extends to international audits. He has been part of audit teams for the Financial and Compliance Audits of the Food and Agriculture Organization (FAO) and the International Atomic Energy Agency (IAEA). He also conducted the Compliance Audit of IAEA’s laboratories at Seibersdorf, delivering critical insights to enhance accountability frameworks and operational efficiency.

He holds a Master’s in Public Policy from the Harris School of Public Policy, University of Chicago, and is a CFA Exam Level II candidate. He also holds a Diploma in International Public Sector Accounting Standards (IPSAS) from CIPFA, London, and has undergone advanced training in financial policy and audit at the Anderson School of Business, University of California, Los Angeles.
