Overview

This Report contains 12 paragraphs and one performance audit on ‘Tariff, Billing and Collection of Revenue’ by Dakshin Haryana Bijli Vitran Nigam Limited involving a financial effect of Rs 4,021.21 crore relating to avoidable expenditure, loss of interest, non-safeguarding of the financial interests etc.

Performance audit of ‘Tariff, Billing and Collection of Revenue’ by Dakshin Haryana Bijli Vitran Nigam Limited brought out instances of aggregate technical and commercial losses being more than the prescribed norms, concession to women consumers in contravention of the provisions of Electricity Act, charging subsidised tariff without approval of HERC, excess supply of power to unmetered agriculture pumpset consumers, short recovery of additional advance consumption deposit and minimum monthly charges and non-achievement of collection efficiency targets.

There were instances of extra expenditure on purchase of transformer oil, non-utilisation of the inventory, avoidable burden of interest due to non-safeguarding of financial interests, short recovery due to issuance of sales circulars which were in contravention of Electricity Supply Code Regulations, 2014, loss of revenue due to non-collection of toll departmentally, irregular reimbursement of service tax to contractors and delay in lodging refund claims, avoidable interest liability due to delayed/ non-submission of claims of differential rates of reimbursement and loss due to non-compliance of safety measures as per the guidelines of Ministry of Road Transport & Highways, Government of India.
