Report No 3 of 2016 - Performance Audit on Empowerment of Women Government of Uttar Pradesh
Overview
The Stand Alone Report on “Empowerment of women” highlights the discrimination in social, economic and other spheres adversely affecting advancement and development of women of Uttar Pradesh. This Report containing the observations arising out of Performance Audit on “EMPOWERMENT OF WOMEN” has been prepared for submission to the Governor of Uttar Pradesh under Article 151(2) of the Constitution. This Report contains nine chapters which describes the social, economic and other aspects of women in Uttar Pradesh. Chapter-1 of the report provides the introduction and the major audit findings of the performance audit are contained in Chapter 2 to Chapter-8 of the report. The conclusions and recommendations are listed in the Chapter-9.
Chapter I highlights that despite the Constitutional provisions and ratifying the International Convention, Indian women continue to face disparity in social, economic and other spheres adversely affecting their advancement and development. The rates of maternal and infant mortality continue to be much higher in the State in comparison to the national average.
Chapter II narrates that in most of the schemes related to empowerment of women, there were significant savings ranging from 46 to 100 per cent which were mainly on account of poor implementation of the schemes resulting in non-achievement of targets. Gender budgeting was poorly implemented in the State as gender segregated data was not maintained by implementing agencies.
Chapter III deals with Missing daughters due to violation of the Pre-Conception and Pre-natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994, Medical Termination of Pregnancy Act, 1971 etc. which play a great role in decline in the child sex ratio in the State.
Chapter IV describes how the Controlling Maternal Mortality with the help of Janani Surakhsha Yojana, Maternal Death Review, Family Planning Programme, was not achieved.
Chapter V narrates about Improving Health and Nutritional Support through Integrated Child Development Services (ICDS) Scheme in Uttar Pradesh.
Chapter VI deals with the problems of adolescent girls and how the schemes for their empowerment like Kishori Shakti Yojana (KSY) and Rajiv Gandhi Scheme failed to achieve their objectives.
Chapter VII deals with the Crime against Women.
Chapter VIII points out the deficiencies noticed in the Swadhar Greh scheme for Destitute Women.Download Audit Report
