Overview

This Report contains nine chapters. Chapter I contains a brief profile of the Public healthcare facilities in the UT of Jammu and Kashmir, Health Services ,Organisational Setup ,Status of Health Indicators in the UT of J&K, Performance of UT of J&K in National Family Health Surveys, Audit Objectives, Audit Scope and Methodology, Audit Criteria, Consideration of Ayushman Bharat-in this Report , Acknowledgement, Organisation of audit findings. Chapter II contains information about Human Resources in the erstwhile State/ UT ie Doctor Population Ratio, Human Resources under AYUSH, Human Resources in Drug and Food Control Organisation, Human Resources in Jammu Kashmir Medical Supplies Corporation Limited, Human Resources under NHM, Human Resources in the sampled Districts, Human Resources in selected Tertiary Level Health Institutions, Norms for allocation of Human Resources, Manpower in District Hospitals, Manpower in Sub-District Hospitals, Human Resources in Community Health Centres, Human Resources in Primary Health Centres, Human Resources in Sub-Centers, Non-availability of staff in Trauma Care Centres ,Conclusion and Recommendations. Chapter III contains oversight of High-quality healthcare services, Outpatient Department and In-patient Department (IPD). Chapter IV contains oversight of  Availability of Essential Drugs, Availability of AYUSH Essential Medicines , Availability of equipment in selected DHs, Procurement of drugs/ medicines and machinery/ equipment, Quality Control Mechanism, Procurement of suture items from a single supplier , Availability of reagents for conducting CECT Scanning, Store Management, Non-implementation of e-Aushadhi system, Non-functional machinery and equipment, Jhelum Tawi Flood Recovery Project (JTFRP)-World Bank Aided Project. Chapter V   contains Requirement and availability of healthcare facilities, Establishment of new Medical Colleges and creation of AIIMS in the UT of J&K, Availability of beds in the health institutions, Citizen’s Charter,  Health and Wellness Centres,  Execution of works, Non-availability and non-maintenance of residential accommodation, Non-establishing of infrastructure, Deficiencies in infrastructure facilities as per the Medical Council of India Guidelines  Chapter VI  about Financial Management  contains Expenditure on healthcare vis-a-vis budget allotment, Funding target for health sector, Component-wise revenue expenditure, Allotment and Expenditure in selected Districts, Funds received from GoI ChapterVII about Implementation of centrally sponsored scheme which contains National Health Mission, National AIDS and STD Control Programme. Chapter VIII about adequacy and effectiveness of regulatory mechanisms, The Drugs and Cosmetics Act, 1940 and Rules, 1945, Clinical Establishments Act, 2010 and Rules thereunder, Fixation of rates for delivery of services by private healthcare establishments, Quality Certificate from NABL and NABH, Bio-Medical Waste Management, Atomic Energy (Radiation) Protection Rules, 2004. Chapter IX about Sustainable Development Goals 3, Formulation of State Indicator Framework and District Indicator Framework, Health Indicators.
