Overview

This Report comprises two chapters. Chapter I relating to Revenue Sector contains eight compliance audit paragraphs involving ₹  701.93 crore on Short levy of stamp duty, irregular claim of input tax credit, non-recovery of demand of tax, interest and penalty.  Chapter II relating to Social, General and Economic Sectors contains one performance audit report on ‘Direct Benefit Transfer’ (DBT), and eight compliance audit reports/paragraphs involving ₹ 62.32 crore.  In the performance audit, direct transfer of benefits to the beneficiaries under three schemes viz. Delhi Pension Scheme to Women in Distress, Old Age Pension Scheme and Uniform Subsidy to school students were examined.  Audit findings include lack of training to officials on DBT, deficiencies in the data of beneficiaries, necessity of manual intervention in automated processes, assessment of eligibility of beneficiaries etc.  Compliance audit paragraphs include compliance audit reports on Implementation of Rights of Persons with Disabilities Act, Tourism activities in Delhi and Working Women Hostels in Delhi and audit paragraphs relating to blockade of funds, unfruitful/irregular expenditure, irregular payment of training allowance etc.
