Overview

This Report contains one performance audit and 10 paragraphs with financial implication of Rs. 264.29 crore. 

The performance audit on ‘Schemes for providing Potable Water Supply and Sewerage Facilities in Unauthorized Colonies’ revealed diversion of grant-in-aid, absence of strategic plan for piped water supply to all unauthorised colonies, lack of coordination between Divisions laying water and sewer lines, deficiencies in preparation and approval of estimates, delay in award and execution of works, etc. 

The draft paras relates to excess expenditure on deployment of excess security guards, avoidable payment of income tax and interest thereon, avoidable payment of interest, etc. apart from a detailed para on ‘Affordable Housing projects for urban poor under Basic Services to the Urban Poor – JNNURM’, which revealed various deficiencies in providing housing to urban poor such as  lack of proper planning, projects lying incomplete, completed dwelling units remaining unutilized due to delay in identification of beneficiaries etc.
