Overview

This Report contains one performance audits viz. Performance Audit on Development of Tourism Activities in the State of Meghalaya and six compliance audit paragraphs.

This Report is organised into four chapters. Chapter I deals with ‘Social Sector’, Chapter II deals with ‘Economic Sector’, Chapter III deals with ‘Economic Sector (Public Sector Undertakings)’ and Chapter IV deals with ‘Follow up of Audit Observations’.

Chapter I contains one compliance audit paragraph. The observation is on the ‘idle expenditure’ relating to Health & Family Welfare Department.

Chapter II contains one performance audit on “Development of Tourism Activities in the State of Meghalaya” and two compliance audit paragraphs. The two observations are on the issues of ‘unproductive expenditure’ relating to Animal Husbandry and Veterinary and Agriculture and Farmer’s Welfare Departments.

Chapter III of the Report contains one paragraph the functioning of State Public Sector Undertakings and three compliance audit paragraphs. The three observations are on the issue of (i) ‘unproductive modernisation of Cement plant’ relating to Commerce & Industries Department, (ii) ‘unrecovered revenue dues of electricity charge’ relating to Power Department and (iii) ‘appointment of consultant without competitive bidding process’ relating to Public Works Department.

Chapter IV relates to follow up of Audit Reports on issues of (i) Failure to submit suo motu explanatory notes, (ii) Discussion of Audit Reports by PAC/COPU, (iii) Response of the departments to the recommendations of the Public Accounts Committee, and (iv) Outstanding Inspection Reports and Paragraphs, and (v) Committees for disposal of outstanding audit observations.
